Anchor text is the text that appears within the link. Pretend this is a link:  <click here>.  The words "click here" is considered the anchor text.  Having the keyword phrase you are targeting in the anchor text, in theory, is an important factor in getting you ranked higher for specific keyword phrases. This counts for both internal links on your website (one page pointing to another) and external links (other websites pointing to your website).
