My website is no longer indexed and the webmaster is saying its not indexed. Is it banned?

My website is no longer indexed with Google and I have submitted a reinclusion request through the Google Webmaster center 3 months ago and haven't heard back. I received a reply from Google letting me know they received the request and would reinclude the site in their index if they found that our website is not using black-hat techniques.

It's been three months. My site is still not indexed and Google hasn't replied.

Should I do another reinclusion request?

Search for: site://www.site.com  (replace site.com with your website address)

If you had many pages indexed and now none of your pages are indexed, you've likely been banned.
